Muutmisteade fikseerib, et sõlmitud lepingut on pärast sõlmimist muudetud — see üksi ei ütle, kas muudatus oli põhjendatud. Alates 2023. aastast kasutusel olevad eForms-teated uut lepingu maksumust ei avalda, seega on siin signaaliks muudatuste arv ja hankija enda kirjeldus, mitte rahasumma; maksumust enne ja pärast näitame ainult vanemate F20-teadete juures, kus register selle välja tegelikult sisaldab. Ka seal tähendab muudatus sageli tähtaja või tingimuse muutmist, mitte raha juurdemaksmist. Põhjus on hankija enda õiguslik põhjendus, mitte kellegi kolmanda hinnang. Vt metoodikat.

Prolongation the contract period from 23 to 26months
Põhjus: Ettenägematu asjaolu — The war in Ukraine is an unforeseen fact. When planning the procurement procedure, EGA as a diligent contracting authority could not foresee a military invasion of Ukraine. Nor could this be taken into account by the tenderer when submitting the tender. The place of performance of the contract is Ukraine, therefore the performance of the contract has been hindered since 24.02.2022. The overall nature of the public contract is not altered, and the cost of the public contract does not change.
